Scope

Description

Cardiff Council is seeking to tender for Supported Accommodation Services aimed at single individuals with complex needs. The tender will award the support aspect of service only.

The tender focuses on support services for complex needs clients, with a contract duration of up to 7 years and an approximate annual budget of up to £1,187,492 subject to funding confirmation.

74 units of accommodation are required on no more than 2 sites, ensuring that the facilities meet specific requirements for vulnerable clients. The preference is self-contained accommodation; sites with shared facilities or bed spaces would be considered. A review would be carried out to ensure standards.

The provision requires a Critical Intervention Centre (CIC) and a single point of contact for people with complex needs and compound traumas who are sleeping rough or transitioning from sleeping rough into as Critical Time Intervention (CTI) accommodation.

Having single management of the Intervention Centre and all accommodation services enables better understanding of who needs to be accessing services/accommodation on-site and facilitate better interventions to those who need to be signposted or encouraged to access services elsewhere. The service also will help to manage anti-social behaviour in the vicinity of the site which can currently be intimidating to those who need to access services, and the wider community. Examples of some services would include needle exchange services and some in-reach health provision.

Clients would present with complex needs and require support with ensuring engagement and access to substance misuse services, mental health services and engagement with Probation services.

Each client will have a personalised housing support plan reviewed every 12 weeks set by staff. The plan would look to map the journey and secure move-on to permeant accommodation via the private rented sector or social housing.

The contractor will handle housing management agreements, set rents, and address anti-social behaviour, while all client allocations will be managed by Cardiff Council's Single Persons Gateway. Compliance with the Renting Homes (Wales) Act is mandatory.

The property must provide self-contained units where possible and include communal spaces for sessional work. It should be mixed-gender with provision for disability access and pet-friendly policies.

The site(s) must be ready and available for immediate use at the point of awarding contract. While the Council has access to a site, there is no guarantee that like for like buildings will be available for use.
