Explanation:
To award a contract (in conjunction with the current regional Local Authority collaboration) to St Oswald's Hospice to deliver the specialised nature of services required to fulfil the needs of Children and Young people in Sunderland. There is no other market identified at present that can provide 100% coverage of all regional localities (Durham, South Tyneside, North Tyneside and Tyne & Wear). In accordance with the Carers of Disabled Children Regulations 20110, and in accordance with paragraph 6(1)(c) of Schedule 2 to the Children Act 1989 (as inserted by section 25 of the Children and Young Persons Act 2008) services must be provided.
Taking this account, there is a need to continue services with St Oswald's to fulfil the needs of Children, Young People and their families in Sunderland and across the regional locality. It is highly likely a competitive process will result in only one bid or no bids from the market.
