Local enhanced services provided by GPs, over and above the core (essential and additional) services to their patients. The aim of local enhanced services are to meet the needs of the local population, recognising and addressing gaps in the core services in order to reduce the necessity for admission to secondary care.

two.2.4) Description of the procurement

Local enhanced services provided by GPs, over and above the core (essential and additional) services to their patients. The aim of local enhanced services are to meet the needs of the local population, recognising and addressing gaps in the core services in order to reduce the necessity for admission to secondary care. The contracts also cover GPs with Extended Role services which, in addition to their core General Practice, a role that is beyond the scope of GP training and requires accreditation to fulfil the role and the ICB must identify a specific need for the service to be delivered at a specific practice. The following list of local enhanced services/GPwER and Additional Community

Services are being offered to general practice from 01 April 2023 for a period of 3 years until 31st March 2026.

• Administration of Gonadorelin Analogues - Endometriosis

• Administration of Gonadorelin Analogues for male patients - Prostate Cancer

• Annual Physical Health Checks for people with Severe Mental Illness

• Clopazine

• General Practice Insulin Initiation

• General Practice Patient Pathway Optimisation (PPO)

• General Practice Minor Injuries Service

• Bariatric Surgery - Primary Care Follow Up (Western Practices Only)

• GP Specialised Medicines Service (Southern Practices Only)

• GP Specialised Medicines Service (NEW Devon Practices Only)

• Ring Pessaries

• Refugee and Asylum Seeker

• Monoclonal antibody of Abnormal Significance (MGUS)

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but are instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

Justification for Negotiated procedure without prior publication

Justified under Public Contracts Regulations 2015 32(2)(b)(ii) 'competition is absent for technical reasons'

NHS Devon ICB is satisfied that these services can only be undertaken by GP practices that hold the lists of Devon registered patients and as such are the only capable providers. These services are supplementary services to GP core contracts and each individual contract is of relatively low value.
