two.2.4) Description of the procurement

The BMM Autoclaves (DH14998 & DH14999) are used by the Microbiology department to sterilise waste from the CAT3 laboratory. This is essential for the operation of the lab. MMM Medical Equipment UK Limited and are the only contractor that NHS Greater Glasgow and Clyde is aware of that can carry out the weekly testing on these machines in line with the requirements of SHTM2010.

Consequently to change these machines would cost a significant amount money and disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these machines, is to publish a voluntary ex ante transparency

(VEAT) notice.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

This is a service which is currently in place and is provided by MMM Medical Equipment UK Limited and are the only contractor that NHS Greater Glasgow and Clyde is aware of that can carry out the weekly testing in line with the requirements of SHTM2010 on these machines.

Consequently to change the equipment would cost a significant amount money and cause significant disruption to NHSGGC Staff and Patients. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: ‘The Public Contracts (Scotland)

Regulations 2015, SSI 2015/446 1 91(7)(a)’.

Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice will be for a period of ten days.

A VEAT is the best legal procurement route to take because MMM Medical Equipment UK Limited and are the only contractor that NHS Greater Glasgow and Clyde is aware of that can carry out the weekly testing on these machines.

Consequently to change these machines

would cost a significant amount money and cause significant disruption to NHSGGC Staff and Patients.

The contract will be for an initial 1 year period with the option to extend for a further 2x12 months.
