two.1.4) Short description

The Mount Zion Apostolic Church is a vital community hub which provides essential support and services to thousands of vulnerable and disadvantaged people in one of the most disadvantaged localities in Britain. The Mount Zion Apostolic Church is a Grade II listed building originally designed by Reginald Cooper as a cinema in the 1930s. Of the 13 cinemas designed by Cooper throughout the Midlands and Yorkshire, 8 have been demolished, 3 still exist but are closed or vacant, and only one still operates as a cinema. The building of Mount Zion has drawn comment from Historic England for the intact nature of the interior decoration, which is a rare survival in cinemas of this age and type.

The Trust were successful in securing Delivery Phase funding from The Heritage Fund to deliver the "Picturing the Past" project to redevelop the building, showcase its heritage and deliver the community engagement programme.

The Trust are seeking a main contractor for the re-modelling and refurbishment works to the Grade II listed building, allow the Church to start re-providing services/funerals/weddings etc from the venue, to provide a refreshed visitor experience, improved education facilities, café/ bar, events/activity space and flexible office facilities.

The client is seeking a main contractor with:

- Considerable experience/ expertise in carrying out works on historic/ listed buildings, e.g.

Conservation packages

- Theatre/ cinema project experience advantageous

- Experience working in densely populated/ busy city centre sites

- Experience managing construction logistics in constrained sites

This enquiry is to seek expressions of interest in order that the client can invite tenders from a short list of suitable companies to provide a fixed price lump sum contract which will be let under a JCT Standard Building Contract with Quantities. The Contractor should acknowledge that the Trust intend to retain the services of all the consultant team. Therefore, consultant novation's are not proposed.

Specifics of the Works

The Mount Zion Apostolic Church is in a poor condition, the roof has been leaking for a number of years and large parts of the building are now no longer usable. Up until September 2023, the building operated a 'Food Bank' from a small area under the gallery and the opening hours are limited. The 'Food Bank' has now been relocated to a temporary unit in the car park due to safety issues of using the building. Regular worship is currently taking place in another building within the city; however, this is a significant travel distance away from the Church which restricts attendance from members of the congregation. The church community are very keen to return to this building.

The capital works need to secure the building as a place for the church to use for the next 80+ years. The Mount Zion Apostolic Church is seeking a main contractor with experience in carrying out work to historic / listed buildings to undertake a capital renovation including, but not limited to:

- Repairing and re-covering the existing roof, and investigatory works to understand damage to the roof structure.

- Parapet Wall stabilisation and assessments of the feature fins to the front of the building

- New upgraded M&E throughout, including the installation of PV Panels and associated

works,

- Undertaking essential building fabric repairs, including Repairs internally to the Plaster /Decorative Works, ceilings, floor coverings and walls.

- New build W/C block

- Refurbishment to the existing kitchen

- Improvements to ancillary rooms/ areas and exhibition room

- Removal of asbestos where necessary

- External repair works to facades, escape staircases and areas around the building

- Installation of a new stage area and associated improvements to the auditorium

- Drainage repairs

- Increasing accessibility

The project has secured Planning and Listed Building Consent for the works. The successful contractor will work in conjunction with the Client/Design Team to discharge all planning/listed building consent conditions as part of the contract award whilst also undertaking the role as Principal Designer for the duration of their appointment.
