9. Historic England (HE) is seeking to appoint an experienced team of evaluators to understand the impact of the High Streets Heritage Action Zones (HSHAZ) programme. This evaluation will use a range of appropriate theory-based and quasi-experimental evaluation methodologies combined with social, economic and environmental research techniques to establish robust evidence of the HSHAZ’s impact. 10. We are looking for a comprehensive evaluation that includes process, impact and value for money elements. We want the evaluators to draw on an existing theory of change, monitoring and evaluation framework and data as well as collect, generate, review and analyse new data. We want the evaluators to situate all findings within the changing local and national contexts that have occurred during the life of the programme.11.
