bp Aberdeen Hydrogen Energy Limited (bpAHEL) is a Joint Venture (JV) between bp and Aberdeen City Council (ACC), secured through a public procurement process. The JV has been created with the purpose of delivering a scalable green hydrogen production, storage and distribution facility in the city powered by renewable energy. The facility is targeting manufacture and dispensing of between 770 kilograms (min.) and 1000 kilograms (peak) of green hydrogen per day – enough to fuel 25 buses and a range of other fleet vehicles.

bpAHEL intend to conduct a procurement for the provision of the required hydrogen technology (electrolyser unit, and compression, storage and dispensation equipment), with the aim of first hydrogen fuel being produced from the 3rd Quarter 2024.

two.2.4) Description of the procurement

bp Aberdeen Hydrogen Energy Limited (bpAHEL) is a Joint Venture (JV) between bp and Aberdeen City Council (ACC), secured through a public procurement process. The JV has been created with the purpose of delivering a scalable green hydrogen production, storage and distribution facility in the city powered by renewable energy. The facility is targeting manufacture and dispensing of between 770 kilograms (min.) and 1000 kilograms (peak) of green hydrogen per day – enough to fuel 25 buses and a range of other fleet vehicles.

All communications, including clarification questions and completed RFI questionnaires should be returned via the eTender messaging system.

Interested parties should note that this Prior Information Notice is not a call for competition, and that bpAHEL reserves the right to cancel or vary this pre-procurement engagement exercise and any potential resulting procurement process, or not conduct a procurement process whatsoever, at any point and will not be liable for any costs or expenses incurred by interested parties in responding to this pre-procurement engagement or any resulting procurement process. bpAHEL may also change the basis and/or deadlines in respect of this pre-procurement engagement.

bpAHEL intend to conduct a procurement for the provision of the required hydrogen technology (electrolyser unit, and compression, storage and dispensation equipment), with the aim of first hydrogen fuel being produced from the 3rd Quarter 2024.

It is foreseen that the successful bidder will provide and undertake the following within the scope of supply:

- Project management

- Project controls including estimating, scheduling, cost, risk and performance reporting

- HSEQ management systems including Design and Contractor under the CDM legislation

- Attendance of review including design, scheme, constructability, O&M, logistics, etc

- Design & Engineering of the scheme as a “system” and within the boundary shown on the block diagram including technical safety, process, mechanical, piping, structural, control, automation & instrumentation

- Integration of the system within the site, interfacing with key contractors delivering accompanying packages

- The system should be provided with its own local control & automation including external signalling for remote control and monitoring

- Provision of any software to improve production optimisation, payment methods, etc.

- Procurement & manufacturing

- Offsite fabrication, manufacturing, assembly, and Factory Acceptance Testing (FAT)

- Transport, logistic and shipping from factory to a site in Aberdeen

- Offloading, unloading & final positioning

- On site installation, testing, completions & commissioning

- Lifetime records from design through procurement to construction & commissioning

- Start-up & performance trials to ensure system meets functional specification

- Operation & maintenance manuals

- Training and demonstration of the system

- Support to beneficial operation trials including attendance of commissioning personnel for a period of at least 1 month

The purpose of this PIN is to engage with the market to:

- Raise awareness of the future tender opportunity

- Validate availability in the market of proposed solutions that might meet bpAHEL’s requirements.

bpAHEL have developed an indicative scheme which is provided via the eTender system, however a vendor led solution is sought. Suppliers are to propose a scheme to meet the key functional metrics of the project, within a safe, reliable, and operable system. Through the tender response, bpAHEL will require bidders to propose an optimum solution, including packaged units, improved efficiency, and based upon a supplier standardised solution (where appropriate).
