This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, University Hospitals of North Midlands NHS Trust is looking to award a contract under the Most Suitable Provider process as the Trust is able to identify the most suitable provider without running a competitive exercise, for the provision of an insourced Tobacco Dependency Treatment Service.
The Contracting Authority intends to award a single contract to the most suitable provider. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered.

The Contracting Authority has considered which providers may be capable of providing the Service for the relevant patient population of UHNM. The Contracting Authority is of the view, considering providers that they understand are likely to have the ability to deliver services to the relevant population, and all relevant information available at this time that it is able to identify the most suitable provider.
The Contracting Authority intends to award a single contract to the most suitable provider. This notice will be published for at least 14 days in line with best practice under the Provider Selection Regime 2023, allowing time for any enquiries to be considered.
Note: - UHNM will not be liable for any costs or expenses incurred by providers as part of this exercise.
THE SERVICE – Tobacco Dependency Treatment Service
The NHS Long Term Plan (LTP) sets out a clear vision for the role that the NHS must play in improving prevention and tackling health inequalities. The LTP contains ambitious objectives to step up efforts in secondary prevention, by detecting disease early and preventing deterioration of health to improve quality of life.
The key objective for this service is to contribute to reducing the number of people smoking tobacco by providing tobacco treatment services to patients over the age of 16 who are admitted to University Hospitals of North Midlands (UHNM) NHS Trust, at both Stoke and County Hospital Sites,
The Provider will deliver continued support to patients post discharge, including referrals to stop smoking services available within their local Authority, or a service provided by a local Pharmacy. Retrieval of quit data from the relevant Provider for onward referrals is required to be received for all patients.
A new universal smoking cessation offer for higher risk outpatients will also be available as part of specialist mental health and learning disability services.
The Tobacco Dependency service should, in line with guidance from the NHS Long Term Plan programme, be offered to:
• Patients who have a planned admission into an inpatient setting
• Patients who are admitted to an inpatient setting (phased approach to the roll-out)
