two.1.4) Short description
The delivery of HMP Glasgow as a replacement for HMP Barlinnie is a flagship project for the Scottish Prison Service. The site of the new prison, located in the Provanmill area of Glasgow, was acquired in late 2020 and procurement activity commenced in October 2021. Following a two-stage process, Kier Construction Limited were awarded a contract to provide pre-construction services in August 2022 to develop a design for the facility to RIBA Stage 4 and were awarded the contract for the construction stage in January 2025.
The project has moved into RIBA Stage 5and works are progressing on and off-site to facilitate the development. With the Design Team being directly appointed by the Contractor, and there being no retained services, the Client requires a suitably skilled and experienced multi-disciplinary team to work alongside them as a Technical Advisor, offering professional technical advice to the Client Team, monitoring the technical design for compliance with the Contract, carrying out technical reviews of all design documentation provided by the Contractor, and in conjunction with the appointed Clerk of Works team (with whom they will form the Quality Assurance Team), ensuring quality. This includes participating in the review of all construction stage design documentation provided by the Contractor delivering a m.
The Supplier will be responsible for ensuring the detailed inspection of the Works in progress and to ensure that the Works comply with, and are executed in accordance with, the works scope and contract drawings. The Supplier will required to ensure that the specified standard of workmanship is maintained, that the building specifications including building fabric, services, systems, plant and materials used are of the specified quality and functionality and that the work and construction throughout complies with the Scope and the other requirements of the Contract and that all essential facts relating to the work are properly recorded.
The Supplier shall be present on site at the intimated time frequency during works contract through to three months after handover, with an intermittent site presence thereafter to check for defect issues up to the issue of the Notice of Completion of Making Good and for oversight of seasonal commissioning. Suitable delegation may be required including when attending scheduled visits to locations outside the working areas or to locations elsewhere in the UK for the purposes of providing the Service.
