This Prior Information Notice (PIN) is to notify the market that the Driver and Vehicle Licensing Agency (DVLA) intends to tender for the Provision of Vehicle Excise Duty Enforcement Services. The requirement includes the ability of a supplier to provide:
• Immobilisation,
• Removal,
• Storage,
• Disposal,
• Enforcement Notice Issuing Services and;
• Provision of Automatic Number Plate Recognition Services.

DVLA will be conducting a retender process in early 2024 to select a supplier(s) to provide
• Vehicle Immobilisation,
• Removal,
• Storage,
• Disposal,
• Enforcement Notice Issuing Services and;
• Provision of Automatic Number Plate Recognition Services.
DVLA is tendering for two potentially separate provisions.
The first is a service for Immobilisation, Removal, Storage, and Disposal of vehicles and Enforcement Notice Issuing.
The second is a service for non-compliant vehicle detection and reporting via ANPR technology.
Both services are required for a sustainable UK wide geographical coverage and to manage significant volumes of transactions for the DVLA.
The current volume of actions per year are as follows:
• 118,500 immobilisation actions;
• 62,000 warning notices;
• 144,000 ANPR actionable images
Suppliers must have the ability to scale up and down to meet DVLA business needs.
DVLA would like to hold a Market Engagement event on 14th December 2023, which will explain the requirement further and explore new/innovative solutions for immobilisation, ANPR provision and all associated administrative services with interested parties.
The Market Engagement Day will be held at DVLA’s Innovation facility and will be a purely in person event. DVLA’s Innovation facility is located at:

The Market Engagement Day will be structed as follows:
DVLA presentation on high-level requirements, technical considerations and outline of the upcoming procurement process and indicative timeframes.
Following this there will be an opportunity for networking and refreshments followed by optional ‘breakout’ sessions.
There is not a requirement for supplies to formally present.
‘Breakout’ sessions will provide suppliers a ‘one-to-one’ opportunity for Questions & Answers with DVLA personnel and an opportunity for interested parties to outline:
• Their relevant existing services
• Their current networks / customers
• How they would be able to support DVLA in providing the high level services outlined above
• Their feedback on how the services may be combined / split in order to maximise operational efficiency and contract cost
• The most appropriate contract term to maximise Return on Investment
