two.2.4) Description of the procurement

Procurement Process

Wiltshire Council, ‘the Council’, is conducting the procurement using the Open procedure.

The procurement has been advertised on Contracts Finder and the Find a Tender Service.

The procurement is split in to lots as follows:

Lot Number 1

• Support for up to 8 young people in two x 4 bed properties for Asylum-Seeking young people with 24/7 staffing on site, likely to be in Chippenham, Salisbury and Trowbridge. Anticipated level 3 support (see point 16.5.3 of Specification)

• Support for up to 6 young people in two x 4-5 bed properties for Care Experienced young people with 24/7 staffing on site, likely to be in Chippenham, Salisbury and Trowbridge. Anticipated level 3 support (see point 16.5.3 of Specification)

• Support for up to 8 young people in two x 4 bed properties for Asylum-Seeking young people with mixed levels of staffing likely to be in Chippenham, Salisbury and Trowbridge. Anticipated level 2 support (see point 16.5.3 of Specification)

• Support for up to 8 young people two x 4 bed properties for independent (likely 18yrs +) Asylum-Seeking young people with minimal staffing likely to be in Chippenham, Salisbury and Trowbridge. Anticipated level 1 support (see point 16.5.3 of Specification).

LOT 2

• Six x 3 bed properties for up to 15 Care Experienced and Asylum-Seeking young people in shared homes likely to be in and around Trowbridge with floating levels of support. Likely to be at a support level 2 (see point 16.5.3 of Specification).

Tenderers that have received this document are those that have responded to the Council’s Contracts Finder/Find a Tender Service advert via the e-procurement system. Such an organisation (whether a single organisation or a consortium) is referred to in this document as a ‘Tenderer’.

This stage is a competitive stage of the procurement, and Tenderers will be formally evaluated as part of the stage.

The procurement is subject to the Public Contracts Regulations 2015 (PCR 2015).

Any amendments to this ITT will be communicated at the earliest opportunity to all Tenderers through the e-procurement system.

Where the Council makes such an amendment, it will ensure that Tenderers have an appropriate amount of time in which to understand and respond to the amendment. The deadline for submission of tenders may be altered to allow Tenderers to take amendments into account, and if this is the case, all Tenderers will be notified.
