*This is a Prior Information Notice (PIN)*
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS Derby and Derbyshire Integrated Care Board (ICB) and NHS Nottingham and Nottinghamshire ICB (referred to as the Commissioners) wish to inform the market of a future procurement opportunity for Dental Domiciliary Services across Derbyshire and Nottinghamshire (to include Bassetlaw).
The Commissioner would like to invite interested providers to participate in an early market assessment questionnaire which will be used as a conduit to ascertain market capability and interest in the opportunity, prior to publication of the formal procurement opportunity in Summer 2025. The questionnaire will help Commissioners to:
• Gain market views on the viability of procuring the Domiciliary Dental service,
• Determine length of future contracts.
A draft Service Specification has been provided by the Commissioner (which can be found in the attachments areas of Atamis), Providers are to note that this Specification is in a draft format and is subject to change for the formal tender process. The Service Specification has been published to allow Providers to give appropriate responses to the questions asked in the Market Assessment questionnaire.
The contract to be entered into will be in accordance with the NHS Personal Dental Services (PDS) Agreement and the Commissioners intend to offer two Personal Dental Services contracts, one contract covering Derbyshire and another covering Nottinghamshire (including Bassetlaw). Both contracts are due to commence on 1st April 2026.

2 NHS Nottingham and Nottinghamshire ICB (including Bassetlaw)
two.2.4) Description of the procurement
This notice is purely for providers to express an interest in the opportunity to provide for Dental Domiciliary Services across Derbyshire and Nottinghamshire (including Bassetlaw).
Domiciliary dental services are concerned with providing and enabling the improvement of oral health of individuals and groups in society who have a physical, sensory, intellectual, mental, or medical factor that limits their ability to access oral health care services appropriate to their needs.
Patients eligible for treatment under these services will have long term and/or progressive medical conditions; mental illness or dementia, causing disorientation and confusion in unfamiliar environments or increasing frailty which means that they are not able to travel to a dental surgery.
Providers are to note, although a premises / dental clinic is not required for patients to access the service, the Commissioner still expects providers to have a fit for purpose dental premises for the purposes of decontamination of dental equipment. Therefore, it will be the responsibility of the new Provider/s to source suitable premises for this to take place.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
The awarding of this contract will be subject to the HealthCare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 will not apply to this award.
