Rail Delivery Group acting through ATOC Limited (ATOC) and working in conjunction with partners including GBRTT, DfT, and train operating companies, is seeking market information to support the potential development of plans to run a number of trials of Digital Pay-As-You-Go (DPAYG) on Mobile during 2025 and 2026. In this case, DPAYG on Mobile means using smartphone location services to help determine passengers' origin and destination.

The potential trials would operate in urban geographical areas without existing or planned contactless card or smartcard-based PAYG schemes, and make use of existing barcode technology.

The purpose of this notice is to establish the feasibility of the DPAYG trials and seek market engagement with potential trial suppliers. Full details of the requirements so far as relevant to this notice and the Request for Information are included in separate documentation available on request.

This notice also acts to instigate the following:

- to allow ATOC to reduce the tendering periods if a procurement exercise is commenced;

- to provide advance notice to the market of a potential procurement activity to procure DPAYG Trials;

- to provide an initial outline of the scope of services; and

- allow participants to take part in a market awareness exercise, prior to the potential commencement of a procurement exercise.

ATOC will hold a Supplier Information Event with those respondents who are interested in taking part. The Supplier Information Event will take place on the date specified in the RFI documentation.

This notice does not commit ATOC to conduct the procurement exercise; tenderers who incur costs as a result of this notice do so at their own risk.
