Scope

Description

NHS England is seeking providers to deliver accredited Level 7 virtual postgraduate level professional clinical nursing leadership training programme for registered nurses across England, to achieve the CNOs vision and objective for 1 in 20 nurses to be trained as PNAs. The initial contract period will be for 12 months with the option to extend for a further 2 periods of 12 months, subject to annual review and available budget. There are a total number of 1615 learner per year. The aim is to appoint a maximum of 5 Suppliers. Learners will be split equally across the 5 suppliers. With each supplier having 323 learners. The actual number in each cohort can be managed flexibly by the supplier. The Awarded Contracts shall be payable based on the volume of activity with a maximum price per learner of £1000 (Exclusive of VAT) for a 15-credit module. Any Tender received with a price per learner that exceeds £1,000.00 will be rejected and will not be assessed further. NHS England will only pay based on actual number of learners that go through the programme. The estimated value of the Contract(s) is the maximum expenditure that the Contracting Authority has budgeted for payment under the Contract(s). Including all extensions this is £4,845,000.00. The current contract(s) for the requirements described in this Specification handles work to a value of £1,615,000.00 (excluding VAT) within the initial 12 Month contract(s) and future volume of demand for this requirement is anticipated to be £4,845,000.00 over the full duration of the contract(s). The deadline for submission of completed ITT submissions is 21st July 2025 at 12:00pm (midday). Late submissions will not be accepted therefore, please submit in good time prior to the deadline date and time. All communications should be made via the messaging function on the e-Tendering portal during the tender exercise. The Contracting Authority requests that all communications are channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within this ITT. Description of risks to contract performance

The estimated value of contracts awarded following this procurement process are based upon modelled student numbers and historic data. Student numbers may fluctuate over the life of the contracts and therefore the individual contract values may increase or decrease over the contracted period. The price per student is fixed for this requirement and an increase or decrease in student numbers will have no impact on the price per student cost.
