A logistics, storage and operational support contract to enable and support the Environment Agency in its incident response role including tracking of the assets. A key part of the contract is ensuring flood barriers and pumps are ready for rapid deployment to protect against flooding.

The requirement of this Contract is the appointment of contractors to provide three contracts for:
• Lot 1 for storage, logistics and maintenance
• Lot 2 GPS tracking: Real-time / live tracking with 100% England coverage
• Lot 3 crane hire

Note on Value over contract period of 5 years= £9.5Million: Highly dependent on incident response requirements, which can significantly change the contract value:

- STORAGE
The purpose is to ensure the EA assets are stored securely and accessible 24/7, 365 days per year. A key part of the contract is ensuring flood barriers, pumps and other equipment is ready for rapid deployment to protect against flooding and other incidents, this is of national importance with a great deal of political sensitivity.
• One site for all storage – central England location
• Flexible monthly storage space ranging from 1000m2 (approx. 10,000sq Ft) to 3000m2 (approx. 30,000sq Ft)
• Access is required 24/7, 365 days per year

-LOGISTICS
The purpose is the appointment of a multi-faceted logistics support supplier capable of a wide range of support activities, skills and management abilities to undertake major incident response logistics including heavy haulage, lifting activities and onsite support
• This service is required 24/7, 365 days per year
• Out of hours service
• Direct access to booking system through a dedicated coordinating manager for the EA
• Dedicated customer service support
• Include daily haulage activities : including self-load/unload
• Driver only – availability
• Onsite vehicle support eg HGVs/Hiabs on site

MAINTENANCE
The requirement is to maintain EA assets across England:
• Provide mobile maintenance visits to our sites across England
• Provide incident support at EA sites when required
• Maintenance staff will require forklift license
• Support EA site visits and inventory management of all EA Principal Depots, with a stock check and full equipment review
• Undertake warehouse management duties of EA equipment and ancillaries at contractor warehousing facility.

We are looking to appoint one single supplier for one point of contact, however subcontractors are allowable under this contract/ Framework.

The Contractor is required to maintain a GPS based tracker platform and mobile app, on behalf of the EA, for all suitable equipment. This system should include:
• Real-time / live tracking with 100% England coverage
• Track all barrier and a selection of other equipment including pump stock and some ancillaries.
• Administration and management of the tracking platform and app
• A facility to carry out maintenance on tracker system transponders as required.
• Provide reports showing a wide range of management information.
• Ensure platform is compatible with EA systems.
