Description
Coventry City Council and Coventry and Warwickshire Integrated Care Board currently fund preventative support services under the following categories:
- Mental health
- Learning disabilities
- Older people
- Sensory impairment
- Dementia
Budget pressures mean that when we recommission this programme for 2026/27, we will be required to focus more sharply on crisis prevention and intervention for the groups most at risk of harm should support not be available.
We are engaging with the market to help us understand:
• Which members of this group are most at risk of poor outcomes if support is not offered
• What models of support are both effective and affordable, enabling us to reach as many people as possible with our limited budget
• What alternatives there are in the community to support these groups of people
• How we can make services accessible to everyone, especially Black and Asian people who are under-represented in those receiving support across all these areas.
• Though budgets are not yet confirmed, we would like an indication of the kind of service organisations would anticipate being able to deliver for the indicative budgets

Please note - this exercise is not part of any pre-qualification or selection process. It is intended as an awareness, communication and information-gathering exercise, offering an opportunity for potential providers to input during the design phase and highlight any nuances for these groups that we might otherwise miss. Information gathered from the soft market test will inform development of service specifications and ensure services benefit as many people as possible in the most meaningful way, being mindful of the current budgetary pressures.
This does not represent a commitment from Coventry City Council to tender, award a contract or an invite to tender to any provider that expresses an interest in this market engagement exercise.
