Description

NHS Supply Chain managed by Supply Chain Coordination Limited (SCCL Ltd) is exploring options in developing a Total Surgical Instruments Solutions.

The high-level scope of the requirements in development covers Surgical Instruments including the following types of product ranges and services:

Lot 1 Single Use Surgical instruments & Packs - Medical devices designed for use on a single patient during a specific surgical procedure and then disposed. They are typically individually sterile-packaged and ready for immediate use.

Lot 2 Re-useable Surgical Instruments- Medical devices designed for multiple uses, requiring cleaning, disinfection, and sterilisation between each application. They are essential tools for a wide range of surgical procedures.

Lot 3 Scalpel Blades & Handles Single Use / Re-usable - A scalpel is a surgical instrument used to make cuts, consisting of a blade and a handle. The blade is typically made of steel and is extremely sharp, while the handle provides a secure grip.

Lot 4 Surgical Instruments Managed Service - Full management of surgical instrument maintenance, repair, and replacement or disposal where necessary. It will include all, cleaning and decontamination, sterilisation, transport costs, and meet critical turnaround times.

Lot 5 Surgical Instruments Repair and Maintenance - Ensures the longevity, safety, and effectiveness of these instruments.

Lot 6 Surgical Instruments Decontamination and Sterilisation Services - Ensure reusable instruments are safe for patient use by undergoing a decontamination process, including cleaning, decontamination and sterilisation by Steam, Gas or Radiation.

Lot 7 Surgical Instruments Recycling Services - Ensure correct disposable options available for single use, and re-usable surgical instruments (when beyond repair).

Lot 8 Procedure Packs - contain sterile single-use products which may be 'National Standardised' or 'Bespoke', comprising of key components for medical procedures e.g., wound care, dressing packs, catheterisation packs, and blood culture packs.

Engagement process description

To help inform a strategy and requirements, NHS Supply Chain (the Authority) would like to consult the market to identify potential suppliers that may be able to supply the goods and services requirements in development; by alerting all interested parties to this Preliminary Market Engagement (PME) which will consist of:

• Interested suppliers being invited to provide an Expression of Interest (EOI);

• Interested parties will be offered an opportunity to attend a supplier day in Nottingham;

• Interested suppliers expressing an interest being issued the draft specifications and/or product list in development against which the Authority will seek feedback/assumptions;

• Interested suppliers being issued Request for Information (RFI) available for completion;

• Participating suppliers being invited to a supplier webinar currently planned for 27/06/2025 (subject to change); and

• May lead to further engagement e.g., Telephone calls, Teams calls, and / or face-to-face meetings.

The purpose of the notice is to invite and engage interested suppliers to contribute to further development of the specification(s), identify potential routes to market and potential contractual mechanisms for future delivery solutions.

Supplier(s) input/feedback may be carried forward at the sole discretion of the Authority, for the purposes of developing the Surgical Instruments Total Solutions requirements and will NOT be used nor acknowledged in any way for the purpose of evaluating, qualifying nor excluding any potential supplier, in advance of any subsequent formal competitive process.

Whilst the Authority anticipates a future competitive tender exercise may be conducted for some or all of the requirements in development, no confirmed timeline can currently be provided.

EXPRESSION OF INTEREST

Please use Jaggaer to submit your 'Expression of Interest' against SQ_600 and use the messaging facility to indicate which Lot(s) are of interest to you, and whether you wish to attend the Supplier Day on 27/06/2025 hosted at Equinox House, Nottingham at one of the following times:

• RFI will be published: 04 July 2025 via the dedicated mailbox surgical.instruments@supplychain.nhs.uk;

• RFI Response Deadline: 24 July 2025 @ 15:00 hours BST and submitted via surgical.instruments@supplychain.nhs.uk

If you wish to attend the Supplier Day, please state one preferred option and provide the nam, title and email address of no more than one (1) attendee per organisation. Please note we are limited on numbers so these will be allocated on a first come first served basis.

All enquiries regarding this preliminary market engagement must be conducted via the dedicated mailbox surgical.instruments@supplychain.nhs.uk.

Interested suppliers must not communicate directly with NHS Supply Chain outside of the dedicated mailbox.
