Description of possible extension:
The procurement lead will engage with clinical stakeholders from participating organisations to determine if the extension option should be utilised. Approval to extend would be sought in line with established NWSSP goverance processes.

Justification for framework term over 4 years
The framework duration has been reviewed and determined by the Working Group. In recognition of market stability and the requirement for Bidders to provide evidential clinical data relating to their products in use for a minimum 5 year period, a 4 year initial term with an option to extend for a further 12 months is being utilised.
Framework operation description
This national framework will be managed by NHS Wales Shared Services Partnership Procurement Services (hosted by the Velindre NHS Trust) "NWSSP" on behalf of the following organisations, who shall enter into the Agreement.

• Betsi Cadwaladr University Health Board
• Cardiff & Vale University Health Board
• Cwm Taf Morgannwg University Health Board
• Hywel Dda University Health Board
• Swansea Bay University Health Board
The framework will provide nationally contracted pricing and enable NHS Wales to harness improved pricing should participating organisations look to utilise commercial offers levied by framework suppliers. It is the intention that during the lifetime of this Framework, periodic reviews will be undertaken in order to determine opportunities to rationalise and standardise within Health Boards, regionally and/or nationally. Participating Organisations can place a commitment agreement with a Supplier based on a set volume or period of time commitment, to take advantage of additional discounts available within the Commercial Schedule for that lot; or collaborate with other participating Organisations to increase the level of commitment in time or volumes to benefit from further improved banded rate.
Direct Award is anticipated to be the preferred method of business award for each participating Organisation. Each participating Organisation has the option of being able to buy directly from the Framework for up to the 5-year period based on the information and product pricing provided by each Bidder.
Competitive Selection Process may be utilised. Call-off contracts may be awarded with or without competition between suppliers on the framework. Although the various 'price breaks' within the over-arching Framework, as provided by each Bidder, will be applicable to all participating Organisations, each Bidder will nevertheless have the opportunity to revise their own offer based on the specific requirements, and award criteria, outlined in each competitive selection process. During a competitive selection process, any assessment of suppliers' proposals will be based on some or all of the award used to assess this tender. Participating Organisations may determine additional sub-criteria during the competitive selection process.
