The emotional well-being of children and young people needs to be understood within the context of their family as well as their social environment and education setting. Provider(s) commissioned to meet their emotional well-being needs should take account of these contexts and, where appropriate, involve whole families and the systems around the young person to bring about change, rather than only working with them on an individual basis.
ELFT consider the initial priority of this service specification is to embed a robust school-based offer for Children and Young People with highest need. Following which Provider(s) will need to engage families / systems & communities to reduce risk factors.
Whilst we require Provider(s) to engage with schools that don’t currently have access to support - we also recognise that supporting the resourcing of ELFT’s CAS is crucial – and expect Provider(s) to be able to provide flexible support to the provision of these services.
We also recognise that resources for both internal ELFT and external Local Authority services are fluid, and we require Provider(s) to have expertise to flexibly shift resource as required.
The combined requirement is for Provider(s) to:
- Provide inclusive support
- Manage individual needs in the context of complex social circumstances
- Provide flexible support in relation to need / demand
- Plan and deliver as an integral part of locality-based CAS collaborative/alliance.
