SSC is engaging with the market to better understand the interest and capacity the market has in providing the Services (in their entirety or specific elements or a proportion of specific elements).
You are required to express your organisation's initial interest in the project by emailing a confirmatory letter to Rachel Melvin (r.melvin@sstaffs.gov.uk) by no later than 12:00 hours on the 22/10/2024.
Additional information: The PIN notice informs relevant economic operators, that the Council is seeking to undertake market engagement to inform their procurement for future waste collection services.

two.2.4) Description of the procurement
This Prior Information Notice (PIN) is intended to alert providers to an opportunity to provide waste collection services for South Staffordshire District Council.
SCC is responsible for the collection of municipal waste in the district from households and non-domestic sources in accordance with legislation. The service provides for collections from approximately 50,000 households, and a total of approximately 40,000 tonnes of waste per annum comprising of:
• dry recyclables (collected two stream, fibre separate),
• compostable garden waste (residents charged for service),
• residual waste,
• and small WEEE.
The current service also includes for the provision of:
• Bulky waste collections
• Bin deliveries, replacements, and cleansing
• Trade waste collection
• Offensive waste collection
• Additional waste collection
• Assisted (fetch and return) collection
The current contract for waste collection services expires on March 31st, 2026.
SCC is currently developing its specification for the services to include new services as mandated by the national Resources and Waste Strategy, notably, separate food waste collection.
Relevant operators are invited to respond to this PIN to enable the Council to better understand the key parameters which would attract a market response to the opportunity.
The anticipated procurement route is an Open procurement.

Consequently, SCC invites you to attend an in-person information session and meeting to discuss this procurement in greater detail.
The Suppliers Engagement Day will be held at South Staffordshire District Council, Council Offices, Codsall Community Hub, Wolverhampton Road, Codsall, WV8 1PX on October 23rd, 2024 between10am and 4pm. You are required to express your organisation's interest in the procurement by emailing a confirmatory letter to r.melvin@sstaffs.gov.uk by no later than 12:00 hours on the 22/10/2023. You will be provided with a list of questions that SCC wishes to discuss with you.
Areas for discussion with interested parties include customer experience; communications; social value; performance standards; routing; collection methodology; contract term; vehicle provision; and depot provision.
