Prior Information Notice - Market Engagement

The West Yorkshire Combined Authority (the CA) is seeking to establish a multi-lot framework to support West Yorkshire Combined Authority and Partner Councils with procurement of electric vehicle chargepoints (EVCP) principally for public use. This forms part of a package of works to support the emerging West Yorkshire Electric Vehicle Infrastructure Strategy. The framework will likely comprise of two Lots: Lot 1: Public chargepoints – Collaborative packages (max 3 providers) and Lot 2: Public chargepoints – Infrastructure projects & trials (max 5 providers).

two.2.4) Description of the procurement

The West Yorkshire Combined Authority (the CA) is seeking to establish a multi-lot framework to support West Yorkshire Combined Authority and Partner Councils with procurement of electric vehicle chargepoints (EVCP) principally for public use. This forms part of a package of works to support the emerging West Yorkshire Electric Vehicle Infrastructure Strategy. The framework will likely comprise of two Lots: Lot 1: Public chargepoints – Collaborative packages (max 3 providers) and Lot 2: Public chargepoints – Infrastructure projects & trials (max 5 providers).

The framework allows procurement of EVCP schemes from single chargepoints to hub schemes to multi-site packages and provides a range of charging type and speeds to meet individual scheme specifications. It is designed to support procurement for individual or packages of pre-identified sites and projects looking to be delivered through collaborative site(s) identification with suppliers.

It is expected that the supplier will, in many cases, contribute to or fund most of the works and provide a revenue share back to the customer or pay per parking event (to be specified via project briefs). Government grants, such as the On-street Charging Scheme (ORCS), could be applied for as part of the project and other external funding may be provided by project partners. The operation model for infrastructure procured through this framework will predominantly be supplier to supply, own, operate & maintain EVCP infrastructure and related services but Local Authority owned models are also possible.

The framework is expected to be a term of up to 4 years (inclusive of extension options) with an anticipated total contract value of £5m-£10m but may be subject to change.
