two.1.4) Short description

The London Borough of Enfield (‘the Council) is undertaking this pre-procurement market engagement/discovery exercise to gather market intelligence and views regarding a provision of Carriageway Recycling & Resurfacing Works Contract.

The works will primarily comprise inlaid carriageway resurfacing between 40 & 100mm deep with short programmes of insitu Carriageway Recycling including an asphaltic overlay, surface dressing and or specialist surface treatments dependent on site conditions as well as all associated road marking coring/ site investigation and some minor footway, verge and drainage works. Works will take place within the London Borough of Enfield the road network for which is primarily urban with a small rural road network across the Northern fringes of the Borough.

A typical annual programme of work will consist of around 40-50 schemes of varying sizes with works programmed between May and October, but also other works may be programmed outside of this period.

Interested providers are invited to submit a Soft Market Test (SMT) Questionnaire (Appendix 1 – included in the Market Engagement pack and uploaded on to www.londontenders.org). This should be completed and submitted to the Council by 12:00 noon on 7th December 2022.

The purpose of this initial engagement phase is to help inform the Council’s options and further decision making. Council reserves the right or may arrange one to one meetings with providers following the submission of a questionnaire to clarify responses, but this is not conclusive and meetings may not take place.

For the avoidance of doubt, this PIN is intended as an awareness/information gathering exercise only and is not a call for competition, is not a pre-qualification process and is not the start of a formal procurement exercise.

Participation or non-participation in this pre-procurement market engagement/discovery exercise shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity.

Any future procurement opportunity could be published early next year (2023). However, this timeframe is indicative only and the Council reserves the right to reschedule any forthcoming publication at any time.

Participants must also know that they should cover their own cost of participating in this market engagement and the Council is not liable for any cost incurred due to potential provider’s participation in the exercise.
