Explanation:

Due to the on-going outbreak of COVID-19 and travel restrictions to and within China, Ulster University Business School staff remain unable to fulfil Ulster University’s contractual teaching obligations on MoE Approved Joint Programmes with Hebei Geo University (HGU) and the Dongbei University of Finance & Economics (DUFE). Ulster not being able to meet its teaching commitment, would constitute a breach of contract under the regulations governing the Joint-Programme sponsored by the MoE in China, and will lead to the

withdrawal of the contract.

To ensure the continuation of their teaching obligations in China, Ulster University have appointed an in-country supplier to provide this service. CII are the current providers of this service and have demonstrated an ability to provide teaching services in line with the quality requirements as laid out in the MoE Contract and in line with Ulster’s Recognised University Teacher processes.

It is the intention of Ulster University Business School to undertake an open tender for this service following the end of the contract period detailed in this VEAT notice and will use this contract period to draft the necessary tender documents with legal and financial advisors.

The standstill period provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into.
