A number of Azure services need incorporated security with strict data management and control.

  • The procurement falls outside the scope of application of the regulations

Explanation:

A market consultation with the supply chain was undertaken to assess technical capabilities to design and deploy an infrastructure software solution.

Further engagement resulted in only one supplier being able to demonstrate suitable capability together with a proven track record of completing similar work scope.

Also full compliance to the mandated contractual terms, safety, security and resilience requirements.

Therefore, this contract will be awarded through the UK Public Contracts Regulations 2015 under regulation 32. 2.b.ii. to award a contract to a single supplier where competition is absent for technical reasons.
