Description
This ITT seeks to procure a number of suitably qualified and experienced suppliers for positions on a new framework agreement, providing council officers with a procurement route for new and improved play facilities. The location and specific features of any works to be procured through the framework will depend on the availability of funding and be based on the outcomes of targeted community consultation.
The contract is anticipated to commence mid September 2025 and will continue for a period of three years, unless terminated in accordance with the Conditions of Contract. There is the potential for a contract extension of 1 year, depending on both the success in achieving the required outcomes and availability of further funding.
Delivery Specifics and Logistics - suppliers tendering for a position on this framework will be experienced in working with local authorities and community partners to deliver compliant, innovative and exciting play opportunities, whilst also offering reassurances with regards to quality manufacturing and installation, together with value for money.
Lotting - the framework agreement will be divided into two lots, to aid suppliers in applying for categories of work in which they specialise and avoiding the potential for suitable suppliers to decline the opportunity to tender.
• Lot 1 - 'Supply and Installation of Play Equipment and Safer Surfacing' relates mostly to full turnkey packages of new play area design and build.
• Lot 2 - 'Supply and Installation of Safer Surfacing (repairs and upgrades)' concerns specialist surfacing works on sites where play equipment is being retained or re-used.
Suppliers have the option to bid for positions and can be awarded places in both lots if successful.

Lot 1. Supply and installation of play equipment and safer surfacing
Description
Lot 1 will be used for the procurement of new play equipment, which may include safer surfacing and ancillary items in the same scheme. Suppliers who successfully bid for positions on
this lot will be expected to:
- Complete site surveys, review tender information and produce design submissions/quotations for new or refurbished play areas.
- Carry out site clearance and preparatory groundworks.
- Supply and install play equipment, potentially with accompanying safer surfacing, boundary features, landscaping and other forms of surfacing.
- Provide play equipment on a 'supply only' basis for installation by the council's own teams or local contractors.
- Provide a comprehensive warranty, backup and spare parts service following the procurement of play equipment through the framework.

Lot 2. Supply and installation of safer surfacing (repairs and upgrades)
Description
Lot 2 will be used for the procurement of safer surfacing repairs and upgrades to existing play areas where equipment is being retained, or in areas where the authority has already installed
new items of play equipment. Suppliers who successfully bid for positions on this lot will be expected to:
- Complete site surveys, review tender information and produce quotations for projects to be undertaken.
- Carry out site preparation in advance of new surfacing (not including groundworks).
- Supply and install new safer surfacing, to include wet pour, bonded rubber mulch and potentially artificial grass or carpet surfacing.

Framework operation description
Procurements via the framework agreement will be in accordance with the following guidelines:
Direct Award
Small purchases under the value of £10,000 may be directly awarded to a preferred supplier for reasons including the suitability of a product specific to that firm or availability of an item from stock.
Quotations
All purchases exceeding £10,000 in value will be offered out to all suppliers with positions in the applicable framework lot via a Mini Competition, complete with suitable specification produced by the procuring officer.
Award of Work
Following the agreement of a decision to proceed with works via direct award or a Mini Competition process, the council officer will issue an appropriate form of contract (Low Value T's & C's or JCT Intermediate Building Contract with Contractor's Design).
No minimum level of spend via either lot or with any contractor is implied.
