The contracting authority on behalf of the Secretary of State for the Foreign Commonwealth and Development Office, and the British Council (BC) (collectively the 'Partners' or 'Customers') have awarded a framework agreement to Fujitsu Services Limited for the provision of Network Integration Services (the 'Services').

The services will connect ministerial headquarters and other head offices in the UK with their respective embassies, consulates and other office locations across the globe.

The Secretary of State for the Foreign Commonwealth and Development Office let at the same time a call-off contract for its requirements.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The Authority has made an adjustment to the delivery timescale of FCDO Call-Off Contract. There is no change to the total contract value, no change to the Echo 2 requirement and no change to the contract term brought about by this modification.

The need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

The modification does not alter the overall nature of the call-off contract

The modification does not increase the value of the original call-off contract.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The Authority's ECHO2 programme was impacted by various external factors beyond its control including hardware failures and chip shortages as a result of the COVID global production delays, resourcing and solution complexity due to network estate considerations which led to a delay in the design, build and test phase. These external factors resulted in a delay to completion of the originally planned ECHO2 programme and necessitated that an extension to the implementation phase be exercised to successfully complete the programme.

The modification does not alter the overall nature of the call-off contract nor does it increase the value of the original call-off contract.
