Swansea Council are carrying out external Environmental Facilities Work to some of their Housing stock and are looking to set up a Framework Agreement to appoint suitably qualified and experienced Contractors for External Environmental Works.

The Framework is for work to approximately 1700 properties in set areas throughout the county ranging from Clydach in the Swansea valley, to West Cross, Pontardulais,Pontlliw,and Penlan areas.

The Works include the upgrading of boundary and party wall fencing, gates,clothes lines, paths and hedges in accordance with the Welsh Housing Quality Standard (WHQS).

two.2.4) Description of the procurement

Swansea Council are carrying out external Environmental Facilities Work to some of their Housing stock and wishes to set up a Framework Agreement to appoint suitably qualified and experienced Contractors for External Environmental Works.

The Framework is for work to approximately 1700 properties in set areas throughout the county ranging from Clydach in the Swansea valley,to West Cross, Pontardulais, Pontlliw, and Penlan areas.

The Works include the upgrading of boundary and party wall fencing, gates, clothes lines,paths and hedges in accordance with the Welsh Housing Quality Standard (WHQS).

The work will be awarded for predetermined areas with between 300 and 500 properties per area and a new area will not be awarded until the previous one is completed, and assuming the Contractors performance has been acceptable. The successful Tenderers will be required to complete properties in a sequence to be dictated by the Council.

The performance review may release more or less properties to each successful Tenderer, re-allocate properties between the successful Tenderers, remove properties from the Framework or allocate properties to contractors outside of the Framework. The Council offers no guarantee of any properties as such agreements are speculative and will offer no guarantee of work, nor are they in any way exclusive.

The tender will consist of a Selection Questionnaire (SQ) and both a qualitative and financial response.

The Contract will be awarded on the NEC 2005 Option B priced contract with Schedule of Works, dispute resolution W2, with amendments and secondary Clauses that will be detailed in the Tender Documentation. Contractors will be required to comply with the Councils Community Benefits and Training and recruitment objectives.

The tender will be awarded based on a Quality and Financial Assessment based on 30;70 (quality /cost) ratio and will be detailed in the Tender Documentation.

The Schedule of works in the tender document shall be based on a typical scheme and the rates inserted in the Schedule will be required to be fixed for at least 6 months from the date of tender and will then be reviewed using the ONS Price indices on a six monthly basis.

The Framework Agreement is an arrangement for a term of 18 months with the option to extend for a further period of up to 12 months.

two.2.14) Additional information

The City and County of Swansea will be looking to appoint two Contractors to the framework agreement.

The Most Economically Advantageous Tenderer (MEAT), subject to that Tenderer having the capacity to undertake the works within the Employer’s timescale, will be allocated 60% of the projected properties, and the second Tenderer will be allocated 40% of the projected properties.

The publication of this Prior Information Notice is for information gathering purposes only at this stage and forms part of the market test initiative. Expressions of interest received will not be scored and will not form part of the evaluation process. Expressions of Interest received will not guarantee the inclusion of the Contractor on the Invitation to Tender list and non-participation will not restrict access to any tender opportunity that might follow the exercise.

Swansea Council reserve the right to follow what it considers to be the most appropriate approach to market the work and will not meet any costs incurred by any parties in responding to this exercise. Having considered all representations Swansea Council reserve the right to package the requirements in such a way as to offer the most cost effective solution .
