Civil Service Pensions procured an integrated active, deferred and pensioner member administration and financial services system (including pensioner payroll) and a number of support services, in respect of the Northern Ireland Civil Service (NICS) Pension Schemes and associated schemes, including:

• Principal Civil Service Pension Scheme (Northern Ireland) [PCSPS(NI)];

• Public Service (Civil Servants and Others) Pensions Regulations (Northern Ireland) 2014;

• Civil Service Compensation Scheme (Northern Ireland) [CSCS (NI)];

• Civil Service Injury Benefit Scheme (Northern Ireland) [CSIBS (NI)];

• Northern Ireland Civil Service Additional Voluntary Contribution Scheme (NICSAVCS);

• Northern Ireland Partnership Pension Account Ill Health Benefits Scheme;

• Northern Ireland Partnership Pension Account Death Benefits Scheme;

• Supplementary Earnings Cap Scheme; and,

• Unregistered Death Benefit Scheme (Northern Ireland).

The NICS Pension Schemes provide retirement benefits for civil servants and other Non-Departmental Public Bodies employees eligible to join the schemes.

The contract also included the provision of paying agent services in respect of two small, closed pension schemes, as well as other public service pensioners who are not members of the NICS Pension Schemes.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

DoF are seeking a modification of £1,732,094.00 and to extend the contract period for an additional 36 months.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

This extension and increase in contract value is seen as a modification under the provisions outlined in regulation 72 (1)(b) of the Public Contracts Regulations 2015 for additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs - provided the change does not exceed 50% of the value of the original contract.

Due to relevant interdependencies and associated risks such as the 2015 Remedy (McCloud) Implementation, a Gateway review recommended that the Go Live date for the new project be delayed to allow these issues to be resolved with resulting better value for money.

This delay will allow additional time for the new Civil Service Pensions (CSP) procurement to be completed and provide sufficient time for the implementation of the new solution while providing CSP with business continuity.

Also, the modification up to £1,732,094 does not exceed 50% of the value of the original contract.

This increase of time and value will be subject to the same Terms and Conditions as per the original contract.
