two.2.4) Description of the procurement

This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The Procurement relates to the provision of the Telford and Wrekin Children Autism Spectrum Disorder (ASD) Hub. NHS Shropshire Telford and Wrekin Integrated Care Board (NHS STW) currently holds a contract with Telford and Wrekin CVS for this service and anticipates no change to the current service provision.

The Autism Hub shall provide children, young people (aged 0-16) and their parent/carers(s) with free impartial, confidential, and accurate information, advice and support about Autism, as well as signposting/liaising with relevant services. The offer from the Autism Hub may develop in line with feedback, identified improvements and adjustments aligned to partners offers within the whole Autism pathway.

The aims and objectives of this service are to provide tailored support for the following levels of individual need:

For Children/Young people on the waiting list for ASD assessment, and general queries:

• Provision of information, advice and signposting to sources of training and support

For Children/Young people with an ASD diagnosis:

• Supporting the co-ordination of education and training for parents, people and professionals

• Supporting parents to plan and implement strategies within the ASD care plan

• Supports peer support and group support

• Supports community based activities, universal services and organisations

• Supports community connection and independent living

• Supports connections with education, employment, housing

NHS STW is satisfied that the requirements for the provision of health care services are not changing considerably, i.e., they don't meet the considerable change threshold as set out in Regulation 6(10).

The intention is to award a contract to TELFORD AND WREKIN CVS, the existing provider, via the Health Care Services (Provider Selection Regime) Regulations 2023, Regulation 9, Direct Award C.

The contract period shall be for an initial period of 1 years from 1st April 2025 to 31st March 2028, with an optional 2-year extension until 31st March 2030. The estimated lifetime contract value is £311,544.00. The annual contract value is £103,848.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 30/06/2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
