Explanation:
No reasonable alternative exists for this procurement, it is in the public interest and is required to enable the Regional Virology Laboratory to meet Covid-19 surge testing requirements. A change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance that would impact service delivery and patient care.
The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
