two.2.4) Description of the procurement

The UK Health Security Agency (UKHSA) is responsible for planning, preventing, and responding to external health threats, and providing intellectual, scientific, and operational leadership at national and local level, as well as on the global stage. UKHSA ensures the nation can respond quickly and at greater scale to deal with pandemics and future threats. UKHSA is an operationally autonomous executive agency of the United Kingdom Department of Health and Social Care (DHSC).

UKHSA’s International Health Regulations (IHR) Strengthening Project is enhancing global health security by strengthening the capability and capacity of public health institutions in Africa and Asia to comply with the WHO IHR (2005) to prevent, detect and respond to public health threats such as COVID. UKHSA is seeking to partner with a supplier who can support the delivery of the UKHSA IHR(SP) objectives across the continent of Africa.

The UKHSA IHR Strengthening Project is working with country public health institutions and regional bodies across Africa, including Africa CDC, and both Ethiopia and Zambia National Public Health Institutes as part of this work. The projects model includes Senior Public Health Advisors and Project Management staff based in Abuja, Addis Ababa, and Lusaka. UKHSA staff based also deploy on a frequent basis to the region support the delivery of project outputs and will be involved in contract management of the supplier.

The supplier will deliver the service requirements, briefly described below, for the UKHSA IHR (SP) team across the African region (predominantly Nigeria, Ethiopia, and Zambia). The supplier will provide support to UKHSA (IHR-SP team) with events management and logistical arrangements (e.g., organising national and regional travel, booking accommodation, venue booking and event coordination) to complement the technical expertise provided by UKHSA in-country.
