four.1) Description

Explanation:

Justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union:

There is an immediate need to support the needs of individual asylum seekers who have been placed in new contingency hotel accommodation, within the Wakefield District in November 2022.

There are now, with the ‘standing-up’ of this new hotel, two hotels in the Wakefield District being used as contingency accommodation for asylum seekers. The ‘standing-up’ of the new hotel was not collectively planned with the NHS and has come at a time when there are staffing shortages in the current service provision that supports the health needs of individual asylum seekers.

Further to this, there is also an associated need to ensure that individual asylum seekers can receive equitable care, including General Practice registration and continuity of care arrangements. Achieving this is not only within the context of a new hotel being established, but the potential for further hotels to be used across the District and for individuals, within these hotels to have longer lengths-of-stay in this accommodation. Increasingly longer lengths-of-stay have been found in the initial hotel that has been used in the Wakefield District for several years, due to lack of onward dispersal accommodation.

The above points mean that the specialist expertise of the provider is required, to ensure that both the immediate and longer-term needs of individual asylum seekers can be met, along with any other associated vulnerable groups.
