The Borough Council of Calderdale (the “Council”) invites Tenders from Tenderers who wish to be considered for a contract to deliver the Council’s Domestic Abuse Support Service (the “Service”). It is anticipated that the contract will commence on the 1st July 2023 for a period of two years with an option to extend (at the discretion of the Council) for a further period or periods of up to thirty-six (36) calendar months. The Service will deliver an outcome-focused, high quality specialist domestic abuse service for young people and adults (aged 16 years and older) across the borough of Calderdale. The Service will form a whole system response to domestic abuse, including identification, referral and triage, with direct support provided to victims and post intervention step down or recovery.

two.2.4) Description of the procurement

The Borough Council of Calderdale (the “Council”) invites Tenders from Tenderers who wish to be considered for a contract to deliver the Council’s Domestic Abuse Support Service (the “Service”). It is anticipated that the contract will commence on the 1st July 2023 for a period of two years with an option to extend (at the discretion of the Council) for a further period or periods of up to thirty-six (36) calendar months. The Service will deliver an outcome-focused, high quality specialist domestic abuse service for young people and adults (aged 16 years and older) across the borough of Calderdale. The Service will form a whole system response to domestic abuse, including identification, referral and triage, with direct support provided to victims and post intervention step down or recovery. The Service will complete assessments of individuals aged 16 years or older who are referred or self-referred into the Service and provide support to those who have been assessed as at, standard, medium or high-level risk of domestic abuse using the Domestic Abuse, Stalking and Honour Based Violence (DASH) Risk Assessment. There are four elements to the Service:

1. comprehensive Domestic Abuse support to victims;

2. out-of-hours victim support (Independent Domestic Abuse Adviser car);

3. move on and recovery provision;

4. partnership working.

Tenderers are asked to note that the Transfer of Undertaking Protection of Employment Regulations 2006 (“TUPE”) may apply to this opportunity. Tenderers are referred to the Invitation to Tender document and information that has been provided by the current service providers (included with the tender documents) regarding staff who may be affected by the prospective transfer and who may transfer should there be a change of service provider.

Tenderers are referred to section VI below regarding additional funding which may become available during the lifetime of the contract.

six.1) Information about recurrence

This is a recurrent procurement: No

six.3) Additional information

During the lifetime of the contract additional funding may be made available to the Council to enhance the Independent Domestic Abuse Adviser element of the Service. This is subject to an annual funding agreement with the West Yorkshire Combined Authority (“WYCA”) of approximately £25,000 for each applicable 12-month period. The additional funding is subject to funding allocation being awarded year on year and is not guaranteed. If additional funding is received from WYCA, the Council reserves the right (by agreement with the successful tenderer) to vary the contract to enhance the Independent Domestic Abuse Adviser element of the Service. The Authority does not anticipate that any increase in price attributable to any such variation would exceed £25,000 per annum. An additional £125,000 (£25,000 per year over five years) has been factored into the estimated total value in this Contract Notice to cover any potential variations due to the receipt of additional funding.
