This contract sets out to deliver an intervention programme to all rough sleepers in are of Bridgend. It will support these vulnerable individuals to move away from sleeping rough in the streets of Bridgend town but also in the rural areas of the Borough.

two.2.4) Description of the procurement

This contract sets out to deliver an intervention programme to all rough sleepers in are of Bridgend. It will support these vulnerable individuals to move away from sleeping rough in the streets of Bridgend town but also in the rural areas of the Borough. By supporting all beneficiaries to secure appropriate housing, whilst facilitating access to health services, welfare benefits, or training or employment options, this project aims to reduce cost that comes with repetitive crime, hospital admissions, long term welfare benefits dependency which impacts the public purse expenditure.

This service will encompass two elements of delivery:

1. Rough sleepers’ assertive outreach: this service will provide outreach services to assertively identify and support individuals, with the aim of reducing the incidence of rough sleeping and/or alleviate the impact of a rough sleeping amongst the homeless population. It will primarily respond to individuals in emergency housing need, whilst providing encouragement, humanitarian assistance, tailored advice and support.

2. A drop in service for rough sleepers: these drop-in services will be delivered in safe premises where service users will be encouraged to engage with staff and access an array of essential facilities in a trust filled environment to address their support and housing needs.

Providers will be expected to deliver a holistic and robust prevention service that effectively serves those who are homeless. It is expected that said services are prepared with the tools to respond quickly when a person is ready to engage.
