The Authority has a contract requirement to procure a call off contractor delivered solution to manage the risk of unexploded ordnance (UXO) hazard, including Explosive Ordnance Clearance (EOC) and limited Conventional Munitions Disposal (CMD) on the Sennelager Live-Fire Training Area, Germany. Explanation:

This contract has not been awarded yet. This is a Voluntary Transparency Notice Only. The DIO Commercial Overseas Team, part of the UK Ministry of Defence (MOD) intends to enter into a contract for 2 YEARS with Schollenberger Explosive Ordnance Disposal GmbH for explosive ordnance clearance services and Conventional Munitions Disposal and won’t pose a security threat to disclose any more info at the Sennelager Training Centre and Training Area. In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by in accordance with the relevant legislation) is lawful in accordance with Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011, due to absence of competition for technical reasons. Schollenberger are the only company licenced in the Nordrhein Westfalen Region to clear Historic and NATO Unexploded Ordnance including Chemical Munitions therefore meeting the Reginal Regulatory requirements to legally perform these services within this area of Germany. It has become critical to have a contractor deliver explosive clearance to mitigate risk to life due to urgent operational requirements and the requirement to deliver a safe place to train.
