RBKC are seeking to procure an accommodation-based service for female rough sleepers with complex needs in West London. The contract is proposed to be awarded for 22 months, from 1.6.23 to 31.3.25. two.2.4) Description of the procurement

This is a sub-regional, West London, service for female rough sleepers with complex needs and those living in precarious situations, at high risk of sleeping rough. Needs include substance abuse, mental health, domestic abuse and prostitution. The provider will have a hub in West London, with at least 9 rooms and 24-hour cover. They will have, or will secure, 11 or more self-contained units nearby, with night security / concierge and provide intensive specialist support, and a caseload of up to 25, with the others living in the community but also receiving the support. The service will operate as a psychologically informed environment. It will provide intensive support to address clients’ needs and support them to develop independent living skills and to move on into longer term accommodation with appropriate support when they are ready to do so. The provider, and the referring boroughs, have a joint responsibility for move-on, with an average 3 - 4 month stay.

There is an existing contract for this service, which expires on 31.5.23. Funding has been secured until 31.3.25. The service needs to be continuous.
