Background
Islington Council’s (the “Council”) Waste Reduction and Recycling Plan (the “Plan”) was agreed in March 2023. The Plan sets out how the Council will increase recycling rates on Islington estates through a programme of investment and behaviour change focussed on improving recycling sites and site infrastructure.
This Plan involves the installation of new enclosures for bins at a number of sites and on various estates to improve the look and feel of sites and to make the process of recycling more convenient and appealing to residents.
This procurement will establish a framework agreement with up to (6) six suitable manufacturers, suppliers and installers of bin enclosures with a term of three (3) years as funding is available for a three (3) year period. The enclosures will be available in a variety of formats depending on need. For example, some enclosures in close proximity to buildings need to be fire resistant. Others may benefit from a green (living) roof, or a particular style of cladding to fit in with the estate environment.
This will enable individual estate based projects to be planned and delivered in a way that meets the needs of residents on individual estates and key stakeholders (including Councillors, resident associations etc) and takes into account the nature of the estate and it’s environment, fire safety requirements, bio diversity and using framework suppliers and designs that meet the requirements of each project. The process of selection of supplier and design of the framework agreement will follow the ordering procedure outlined in Schedule 3 of the draft contract.
The requirement
Islington Council is undertaking a programme of estate recycling site improvements that involves making estate and public recycling sites more accessible, aesthetically pleasing and convenient, reducing contamination and fly-tipping and increasing the level of recycling. To this end, we wish to install enclosures at a number of estate recycling sites around the Borough.
Islington Council therefore has a requirement for the supply and installation of robust, attractive, fire resistant (depending upon location) and easy to use enclosures for waste and recycling bins at locations on Islington Council estates.
The objectives of the procurement are:
• To deliver and install enclosures for recycling and waste facilities on estates that are accessible, robust, attractive, fire resistant (depending upon location) and easy to use
• To secure goods that represent value for money
• To deliver social value to the wider community to support repair initiatives as part of Islington’s Circular Economy Action Plan and Net Zero Carbon ambition
The framework aims to include a variety of options including:
• Wood cladding and fire resistant cladding
• Green ‘living’ roof
• Accessible enclosures that accommodate ‘accessible’ recycling bins with lower aperture

Contract period/term of the framework agreement
The duration will be 36 months from an estimated start date of March 2025. However, call-off contracts may extend beyond the end date of the framework agreement.
Value of the framework agreement
The estimated value of the goods/services/works that may be awarded by Islington Council under the framework agreement is estimated at between £0 and £2,000,000 over the duration of the framework agreement.
The council and its partners will be under no obligation to utilise the framework agreement. No guarantee is given towards volume or value of work under this framework agreement.
Award criteria
Up to six (6) number of providers who submit the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations will be party to the framework agreement.
