Scope

Description

Coventry City Council (CCC) is re-commissioning its block contract for the provision of Supported Accommodation and Floating Support services for young people aged 16-24, including Children in Care (CiC), Care Leavers, and Unaccompanied Asylum-Seeking Children (UASC). This service is mandated under several key legislative frameworks:

• Children Act 1989 (as amended)

• Children Act 2004

• Children and Social Work Act 2017

• Southwark Judgement (2009)

• Homelessness Reduction Act 2018

As of October 2023, Supported Accommodation is regulated by Ofsted. Providers must:

• Be registered or in the process of registering with Ofsted.

• Comply with The Supported Accommodation (England) Regulations 2023 and any future amendments.

Young people's needs are categorized into six groups:

1. Low support needs - minimal supervision and guidance.

2. Complex needs - intensive, specialist support (e.g., mental health, 24/7 care).

3. Mild learning disabilities - enhanced support for daily living and learning.

4. UASC - support with language, cultural integration, and life skills.

5. NRPF - independent accommodation with immigration-related support.

6. Parent and child - parenting support, attachment development, and service access.

Expected outcomes align with Ofsted's principles:

• Young people feel safe and secure in their environment.

• Their voices are heard and respected.

• Support staff are skilled, understanding, and collaborative.

• Accommodation is comfortable, stable, and well-maintained.

• Support sustains health and wellbeing.

• Relationships are trusting and meaningful.

• Young people are prepared for independent living.

• They feel positive about their future.

Location Requirement: Within 10 miles of CV1 5RS

Accommodation Breakdown (Approx. 112 Beds):

Lot 1-3: 17-18 solo beds each

Lot 4-5: 27 shared beds (4-5 bed units)

Lot 6: 4 shared 24/7 staffed beds

Lot 7: 2 supported lodgings beds

Support Hours: 10 hours/week (first 4 weeks), then 5 hours/week, 24/7 on-call emergency on call support required.

  • £21,900,000 excluding VAT
  • £26,280,000 including VAT
