The Department of Finance and CPD are conducting Pre-Market Engagement exercise with a view to preparing the procurement and to inform economic operators of the opportunity of the future procurement requirements. The Department of Finance, CPD is currently preparing to initiate a procurement process to establish a contract with a Supplier for the provision of a Construction Information Management System (CIMS) for potentially 10 years or longer. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement the Department of Finance, CPD wishes to establish the level of market interest in participating in the procurement process. Please see the Pre-Market Engagement exercise document (inc. questionnaire) for all relevant details. The purpose of the document, which is a Pre-Engagement Information Memorandum and Questionnaire, is to seek advice/ information from organisations who may wish to tender via the procurement process. The objectives of this exercise are to: • Gain initial supplier awareness, engagement and opinion, resulting in a confidence around viability of concept; • Gain insight to the market possibilities and potential innovative solutions; • Understand risks and issues not previously considered; • Inform the outline business case; and • Inform the procurement strategy.
