Explanation:
No other reasonable alternative exists for this procurement, as this equipment that is critical to patient care, is highly complex and is an integral part of a larger Pneumatic tube system. The replacement of which would require extensive structural works and result in significant disruption to the clinical and laboratory areas and the Trusts ability to deliver services. Phil-Tec Ireland Ltd have the sole franchise to support, install or maintain this system across Ireland therefore no other economic operator can compete for this procurement. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
