YPO is a leading public sector procurement authority with over 40 years’ experience and
presence in the market. YPO are looking to undertake preliminary market engagement to establish an easier and compliant route to market for public sector organisations requiring Barrister Services under the Procurement Act 2023. This is a new solution to YPO, and we require engagement from chambers to ensure we have a fit-for-purpose solution in place for public sector customers to call off.
YPO reserves the right to not commit to advertising this tender if we do so wish. Any information provided by suppliers and customers prior to any advertising of the tender will not be used to determine the outcome of any processes.
Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Public Contract Regulations 2015/ Procurement Act 2023 as relevant.

The aim of the solution is to provide access to high-quality barrister services for public sector organisations. YPO will be holding pre-engagement sessions from 4 November – 22 November 2024. The aim of the barrister services framework is to provide an additional offering to YPO’s new legal services framework which YPO has recently awarded.

YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 08 working days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Public Procurement Regulations 2015 and Procurement Act 2023 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
