NHS Lanarkshire is seeking to procure a design and delivery partner for the Monklands Replacement Project (MRP). This procurement may result in at least 4 contracts with the same contractor, depending on the outcome of the selected contractor’s second stage tender under a two-stage design and build process. These contracts will be: (1) a pre-construction services agreement for design services from the end of RIBA Stage 3, based on the NEC4 Professional Services Contract terms and conditions; (2) an advance works contract based on the NEC4 ECC terms and conditions, for enabling works; (3) a building contract for the main MRP works based on the NEC4 ECC terms and conditions; and (4) a maintenance contract (or contracts) likely to be based on the NEC4 TSC terms and conditions. It is possible that work required to the East Airdrie Link Road could be undertaken by NHS Lanarkshire; if so, this work would also be carried out by the contractor either as part of the works under the building contract for the main MRP works or under a separate contract based on the NEC4 ECC.

This award relates to the pre-construction stage services and NHS Lanarkshire will continue to develop the Scope required to build and maintain the new Monklands hospital, culminating in the contractor’s submission of a second stage tender for the main MRP works. The building contract for the main MRP works, and potentially the advance works contract for enabling works, would be awarded only on successful agreement of a target price and approval by the Scottish Government of the Full Business Case, following receipt of the contractor’s second stage tender, with the maintenance contract(s) awarded at a subsequent date when the Scope is fully defined and price agreed.

The Monklands Replacement Project is anticipated to comprise up to 5 different contracts describing the different work to be undertaken to cater for the design of the project, the enabling works and main works contracts, possible work on the East Airdrie Link Road and a possible soft landings/maintenance contract. It was anticipated at the time of the Contract Notice that the project value was around GBP 500,000,000 (excluding the possible inclusion of the East Airdrie Link Road works). This award notice covers the first of the contracts to be awarded: the pre-construction services agreement, catering for the MRP construction partner’s input to the design of the facility leading up to FBC. The PCSA facilitates entry into all the other contracts without further procurement, when the stated conditions are met. The other possible contracts are: enabling works for the roadworks and earthworks to prepare the site for the main construction contract (this contract could be part of the main works contract); main works contract to be entered into after FBC approval and covers the final design and build of the facility, to result in a completed facility ready for occupation; link road activity to be agreed with North Lanarkshire Council; a soft landings/maintenance contract covering the maintenance of the facility for a period of time to be agreed between NHS Lanarkshire and the Contractor during the period of the Main Works Contract. It is anticipated that further contract award notices will be issued in respect of the contracts comprised in the Monklands Replacement Project as and when they are entered into.
