The Isle of Wight Council ("The Authority") intends to award a contract for the provision of a Block Booking Contract for Childrens Residential Care.

This VEAT notice is being published to inform the market of our intentions and to commence a 10 day stand still period prior to the contract being awarded.

The authority shall not enter into a contract before 12 January 2022.

The provision of residential care and accommodation is required to meet the full range of needs, including challenging behaviour, of looked after children and young people, this includes 16+; young people who are particularly vulnerable because of mental health needs which fall just below the threshold for mental health services or secure welfare; at risk of child sexual exploitation, trafficking and /or radicalisation and criminalisation; children with learning difficulty such as mild ASD and those with specific cultural needs.

four.1) Description

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

Using Children’s Residential Placements framework OJEU reference number 2018/S 041-089987, The Isle of Wight Council are direct awarding to Island Choices for the Block contract of 7 Childrens residential care beds.

The justification for the direct award is due to Island Choices being the only approved framework provider established within the geographical location on the Isle of Wight.

After this initial 12 month contract the Isle of Wight Council will conduct a further competition through the same framework (OJEU reference number 2018/S 041-089987) for the provision of the services.
