Competitive flexible procedure description

F1. Please note that prospective suppliers must express their interest via returning a completed Project Specific Questionnaire (PSQ) initially. This will be evaluated and only those suppliers deemed to have the experience, and the capability will be down selected to be formally Invited To Tender. Please note also, that the Authority reserves the right in the event of receiving more than expected PSQ responses, to down select to the top 10 scoring responses. Any bids submitted prior to the PSQ evaluation being completed and prospective suppliers being invited to tender, will be discarded.

The Authority will endeavour to provide feedback to unsuccessful suppliers not down selected form the PSQ exercise, but this is not obligatory.

Once prospective suppliers have been invited to tender and submit their bids, they must insert the priced and unpriced copies through the DSP in the correct envelopes. Please note also, that the number of days effort being proposed must be included in the unpriced version as this will form an important element of the technical evaluation.

At the PSQ stage, please ensure that all selection criteria questions are answered and if invited to tender and submitting a bid please ensure that the Certificate is signed and that all award criteria questions are in bespoke format and self-identifying without reference to other answers and devoid of corporate literature.

Justification for not publishing a preliminary market engagement notice

Pre market enagagement has been conducted by publication of this notice and completion of the PSQ
