Description
The purpose of this pre-market engagement (PME) exercise is to help Belfast City Council 'the Council' better understand the levels of competition, capability and capacity in the marketplace to provide EV charging infrastructure solutions across the Council's estate/sites.
All information returned, as part of a questionnaire, will assist in the development of the specification, evaluation criteria, pricing structure, and contract award options to ensure this tender opportunity delivers a high quality service to the Council.

Engagement process description
The purpose of this pre-market engagement (PME) exercise is to help Belfast City Council 'the Council' better understand the levels of competition, capability and capacity in the marketplace to provide EV charging infrastructure solutions across the Council's estate/sites.
All information returned will assist in the development of the specification, evaluation criteria, pricing structure, and contract award options to ensure this tender opportunity delivers a high quality service to the Council.
Suppliers are asked to return their completed PME questionnaires on or before 5pm Friday 4th July 2025. A copy of the PME questionnaire is available by emailing cps@belfastcity.gov.uk.

Please return completed PME questionnaires by email to cps@belfastcity.gov.uk by the closing date indicated above.
Upon receipt of the PME questionnaire responses, the Council will review them and consider the best procurement strategy for this requirement.
The Council reserves the right to contact any or all organisations who responds to this PME questionnaire to further discuss the contents of their response. The Council cannot guarantee that all organisations will be contacted who submit a PME questionnaire response.
The intention would then be to advertise the tender opportunity to the market in line with the indiciative timetable included in the PME questionnaire. The Council uses eSourcing NI as its etendering platform. If you are not yet registered with eSourcing NI we would suggest you do so without delay.
The Council is currently considering using the CCS framework RM612 DPS - Vehicle Charging Infrastructure Solutions (VCIS) - CCS to procure this opportunity. We would welcome feedback in the questionnaire about the suitablitiy of this DPS for procuring this requirement.
Whilst the Council will endevour to keep any respondents to this PME questionnaire informed on developments of the tender process, the Council cannot guarantee this. Organisations are advised to register with eSourcing NI in order to see any advertised tender opportunties as well as regularly checking the Council's website for opportunities.
The Council reserves the right to discontinue any discussions or tender procedures at any time and are not liable for any costs incurred by suppliers associated with participating in this PME exercise.
