two.2.4) Description of the procurement

Inpatient detox and stabilisation services are an important component of local plans to improve recovery outcomes in Leicester and deliver safe and effective services to the increasing numbers of individuals in treatment.

The Provider must deliver a safe and effective, dedicated inpatient treatment service, offering assessment, stabilisation and medically assisted withdrawal for eligible adults (18+) with substance misuse problems, who reside in the city of Leicester. The Provider will deliver the Service in close collaboration with Leicester’s recovery orientated integrated substance misuse treatment system.

The Provider shall ensure that services are delivered in accordance with NICE guidelines and include assisted withdrawal, stabilisation or maintenance therapy and combined withdrawal and stabilisation within a framework of psycho-social, relapse prevention and harm reduction interventions. The Service will include 24 hour qualified staffing cover in a controlled therapeutic environment sourced by the Provider.

Description of renewals

The Authority wishes to implement a block and spot contract for this service based on current and known funding allocations. The proposed Contract will be for an initial period of 3 years to commence on 1st June 2023, with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period, or periods up to a total of 2 years, up to 31st May 2028, taking the contract term to a maximum of 5 years.
