The commission of: Recovery Orientated Adult Substance Misuse Treatment Services in East Lancashire.

Lancashire County Council has a responsibility to make sure we do those things that will make the most difference in reducing poverty, discrimination, and inequality, and improving the quality of life for local people.

This service is being commissioned at a time of great change and uncertainty in public finances. As such the contents of the Service Specification will be subject to review over the lifetime of the contract. Lancashire County Council expects a flexible and community focussed approach by the provider in such circumstances.

The service specification describes a recovery-orientated community substance misuse treatment service for East Lancashire.

The provider is expected to pro-actively integrate into the wider East Lancashire partnership in order to maximise the outcomes for service users, their families and carers and local communities.

The initial contract period is 3 years with an option to extend for a period(s) of 2 years, and an additional option to extend for a period(s) of up to a further 2 years. The total maximum period of the contract is 7 years. Circa budget p/a 5 000 000 GBP.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Lancashire County Council has received significant additional ring-fenced funding to implement the national drugs strategy, predicated on achievement of specific targets. The council's East Lancashire substance misuse treatment service contract is currently due to expire in March 2024 following an earlier modification. This contract is intended to be extended from its existing expiry date until September 30th, 2025

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Since the contract was originally concluded there has been a national policy shift which requires local authorities in England to increase access into drug and alcohol treatment services. This national policy shift has been underpinned by the introduction of additional grant funding, which was not made available when the contract was originally awarded. The funding is predicated on the achievement of specific targets, including increasing the number of people accessing treatment and staff capacity within service provider organisations. There is a strong national steer and indication from the provider market that entering into procurement activity before the current funding cycle has been concluded will lead to providers pausing the recruitment of extra staff capacity that is needed to achieve policy and funding requirements.

The market factors and service implications, specifically in relation to the roll out of the national strategy to tackle drug and alcohol misuse, are considered to be factors which the county council could not have foreseen.
