Scottish Forestry are intending to put in place a Multi-Supplier Framework Agreement that will provide vital assistance in developing and delivering strategic policy and messaging as well as connecting with the woodland and forestry sector, landowners and managers, the wider public and other stakeholders as required on our behalf, in the delivery of workshops, webinars, and meetings as required.

This framework agreement will be a support role to Scottish Forestry Tree Health Team, although the remit crosses over with other areas such as Sustainable Forest Management and Forest Sector Development.
Work programmes are often reactionary by necessity and will include assistance to Scottish Forestry in delivering the legislative and regulatory requirements associated with both quarantine and non-quarantine tree pests and diseases.
What’s in scope;
- Facilitate engagement with relevant stakeholders to inform policy development, implementation and evaluation. Stakeholders can include; local authorities, forest industries, NGOs and community groups etc.
- Scoping end-user needs to help inform policy design and guidance development
- Contributing to development and design of guidance materials for online publication
- Developing and delivering webinars or other engagement activities to assist with awareness raising and guidance uptake
- Facilitating feedback opportunities and contributing to analysis of feedback to assist with policy evaluation
- Expertise in the topic areas and established networks with relevant stakeholders are necessary for this framework

Scottish Forestry is currently exploring different ways to use the Framework Agreement. This includes options like awarding contracts directly or running a mini-competition. We’re also interested in working with organisations that have specialist skills, especially where partnering with another organisation could help meet the full requirements. If your organisation has relevant expertise, we encourage you to express your interest.
This notice is to gauge the interest in this opportunity to help inform the procurement strategy. Scottish Forestry may contact organisations for further feedback in order to understand the market.
It is anticipated that an Invitation to Tender (ITT) will be issued in early July. The Framework Agreement will commence in October/November. More information will be available within the ITT.
