two.2.4) Description of the procurement
In line with the NHS Long Term Plan and the NHS People Plan, the NHS aims to develop and roll out digital staff passports to enable staff movements, increasing safeguards for patients and reducing the burden on staff. The Covid-19 Digital Staff Passport has proven to be and continues to be an effective interim solution aiding essential, temporary staff movements during the pandemic and the aim of this procurement is to develop and deliver a long-term digital staff passport service for all staff movements. The immediate requirement focuses on the needs of two user cases: the rotational movements of Doctors in Training and the temporary staff movements of any NHS staff member.

The core requirement is for NHS organisations to be able to securely issue and verify multiple verifiable credentials to enable the following user groups to move seamlessly between NHS organisations:
• Permanent staff movements – starting with Doctors in Training
• Temporary staff movements – where any NHS staff member moves temporarily to another NHS organisation.

six.3) Additional information
The scope of this requirement is to design, build and test through both Alpha phase and private Beta phase, subject to passing Government Digital Services (GDS) Alpha to Beta assessment, a portal for NHS employing organisations to issue and verify credentials into any of the digital staff passports/digital wallets that will be made available via the NHS Digital Staff Passport Service and held by a staff member. The NHS Digital Staff Passport Service will be procured separately and in parallel.
Contract Term
• The contract term is fixed for Alpha, estimated at 6-8 weeks, March – April 2022.
• The contract term for the private Beta is dependent on timings for GDS service review at end of Alpha but estimated at this stage to run until end of December 2022 with all development completed by end of October 2022.
Budget
• Maximum budget for Alpha is £750,000 excluding VAT.
• Maximum budget for private Beta is £1,800,000 excluding VAT.
