Please refer to the attached RFI and list of capabilities.

To support the development of the STEP programme, we will tender for the engineering and construction partners in the coming months. We will likely be utilising the Competitive Dialogue procedure for these procurements. The contract duration will be circa 20 years (with appropriate break clauses) and the anticipated contract value is expected to range between circa £300m - £10bn (subject to ongoing approvals) for the duration of the contract, with the contract value increasing progressively through each approved Tranche of the programme and as each work package is successively defined and placed.

Please note that the "Estimated total value" of £20bn is the value of both the engineering and construction partners combined.

To support the development of the programme, we will tender for the engineering and construction partners in the coming months. We will likely be utilising the Competitive Dialogue procedure for these procurements. The contract duration will be circa 20 years (with appropriate break clauses) and the anticipated contract value is expected to range between circa £300m - £10bn (subject to ongoing approvals) for the duration of the contract, with the contract value increasing progressively through each approved Tranche of the programme and as each work package is successively defined and placed.

To enable delivery of Tranche 2a and beyond, UKAEA proposes to establish an appropriate programme leadership capability via the STEP Delivery Organisation (SDO), a new Special Purpose Vehicle (subject to approvals), which will establish the Integrated Delivery Team with three strategic partners; an Engineering Partner (EP), a Construction Partner (CP) and a Fusion Partner (FP) (already defined to be UKAEA). This team will work collaboratively, under joint incentivisation mechanisms to be developed. These partners will not only be core to delivery of the programme but will also secure market-leading experience and knowledge, helping secure a clear transition from prototype development to commercial plant development. Proprietary Value, including IP, is intended to be developed across all participating organisations.

It is envisaged that there will be a bilateral contract between the STEP Delivery Organisation and each individual partner; and then an overarching collaborative contract that is signed by all four parties to the integrated delivery team. In the spirit of collaboration, most contractual terms will be captured within the overarching collaborative contract, while clauses that are only relevant to the specific input of a particular partner will be included in the bilateral contracts
